It can be, but I know when I got mine here in Canada it only took 4 business days to get it, which was pretty fast. I realize you asked in May but maybe you are still around. I have gotten Chinese Visas in Bangkok on two seperate occasions. I had no problems and got them within 48 hours. I sent for one while in the States and it took two weeks probably because of snail mail.
