Would it be a good idea to travel throughout Vietnam, Cambodia and Laos during the rainy season?

Also wondering about travelling through theses countries on the Mekong River in terms of what types of transport are offered, whether or not the entire river is navigable and what its like during the rainy season?

I know you can travel most of the Mekong in Laos by boat and on Cambodia by boat. The border crossing is something I don't know about. I know they do not offer visa on demand at the Cambodia/Lao land borders.

Flooding mostly effects the river around Saigon-Phonm Penh where the Tonle Sap backs up and creates a giant lake in Cambodia each year.

I was there in October/November when the Tonle Sap was high in Cambodia, but there was little rain. (there was lots of rain in the central Vietnam highland however)

Depending on which route you take, you could hop into Thailand and take the bus into Cambodia. Most routes go unaffected by the rainy season outside of the roads being a bit slower and bumpier. I floated several days down the Northern Mekong around Luang Prabang in October and it was all gravy! Absolutely beautiful!
