The reef is about an hour boat ride from Cairns, so there are no free options.

There are tons of boat and tour operators in town, most of which will cater to backpackers. Prices will vary depending on the time of year.

A normal package will take you out to the reef where they have a floating houseboat type structure. You spend the day there snorkeling and swimming, eat lunch, then come back in the late afternoon.

Just walk around the downtown area in Cairns and do some price shopping. Most of the tour places are all selling the same boat companies.
