The best weather, naturally, is July and August. Inconveniently enough, that's also big crowd season. May and June rain a bit and aren't exactly hot (pretty consistently around 15-20ºC), but are still nice and not nearly as busy.

Lowest airfare is anyone's guess. Supply and demand says that mid-winter ought to get you the lowest airfares, but the shoulder season (April-May) should be decent, and you could get lucky with a seat sale anytime. Just keep an eye on Aer Lingus...they advertise their best fares on the front page.

If you insist on renting a car, you should book it in advance. It will give you some opportunity to hunt around for the best deal. Cars aren't necessary, though, and driving in towns can be hell - car ownership has exploded in the past decade, and the infrastructure is well behind.
