I am going to be in Argentina this July and am interested in going to the Perito Moreno Glacier area and am wondering what it is like that time of year--how cold is it, is it possible to take the boat tours to see the glacier, is the weather clear or over

It's mid-winter, so it's going to be cold. In this case "cold" means a few degrees above or below zero. So you will be needing some warm clothes, and you will not be hiking in the mountains, but you can probably go skiing instead.

As for Perito Moreno, it _is_ possible to go on boat tours, but it depends on exactly when in July you're there. If it's during the Argentinian winter holiday, there might be a choice of yours available. The lake by the glacier is so deep that the water temperature is pretty much constant throughout the year, making it navigable at all times.

If you want to make sure, you should contact one of the tour agencies there. The tour at http://www.ripioturismo.com.ar/efteexcspiritoftheglaciers.htm runs "from July to May", which means that in the decidedly low season of late May to early July, there may be no boat tours...
