Ukrainians do.:)
You'll find that in Kyiv, everyone is bilingual in Ukrainian and Russian. As you head to the east and south of the country, Russian starts to dominate more. In the west, Ukrainian is the default. All official business in Ukraine and all signs here are in Ukrainian.
